I have great news to share. We are planning to make the Conditional Formatting Rules Manager and rules dialogs resizable. Thanks for all the votes and comments for this suggestion.

We’ll provide more updates here as we get closer to releasing the update.

Meantime, I found this link very helpful, though as it's you Jon who posted it, I know you already know! Posted purely for others struggling with this:

Microsoft please do tell us exactly where the bad references are in our workbooks.

Totally agree with below posters. I'm aware we can do it using ActiveX controls instead, but that invalidates the selection for all Mac users - something which as a business offering products we simply can't tolerate.
Also window size (8 items max is too small!).

You can use named ranges to achieve this already. Example:
Cell A1:A2 = list of values for dropdown 1 (data validation list)
Cell B1:B2 has a named range, and the name of that range matches the text in A1
Cell C1:C2 has a named range, and the name of that range matches the text in A2
Cell D1 has data validation applied, source $A$1:$A$2
Cell E1 has data validation applied, the list is "=INDIRECT($D$1)

The result: when you choose a value for D1, its value is either A1 or A2.
The data validation list in E1 then displays as either B1:B2 or C1:C2 depending whether you selected the A1 or A2 value.

    Hope that makes sense!
