Thank you all for your comments and votes supporting this suggestion. We are now in the planning stages to support to edit and customize Conditional formatting rules in Excel for the web.
‘Manage Rules’ is already supported and can be found in the ‘Home’ tab > open Conditional Formatting menu > click on Manage Rules button

Echoing a comment said already by another user - if this is not the default action, it should at least be an option that can be customized for users who want it like in the Desktop version. At the very least, create a separate keyboard shortcut for this function. Otherwise, it makes data entry incredibly tedious.
