@Sebastian Excel 2019 isn't a new version, it's just updates Microsoft have already made in Office 365. So, no it doesn't.

Hello, we are working on this request for Excel Online – https://excel.uservoice.com/forums/274580-excel-online/suggestions/8192445-allow-for-personal-user-views-filters, more updates are coming later for Win32.
There's a bigger thread on this for excel online. I want to say, this also need to happen for the desktop versions. It can't be just for Excel Online.Peter Collins supported this idea ·

Thanks to Graham for starting this conversation. If you would also like Excel to maintain named range references and structured table references in the “applies to” field for Conditional Formatting rules, please add your comments and vote this one up. We will prioritize accordingly.

What if, if you apply it to a named range... it applies to a named range?
Microsoft probably need to redesign how Tables work entirely. Or just make a new Tables program and we'll use that instead
