I am not seeing new recent activity in this space. It is possible you are seeing this less due to our on-going performance investments including in speeding up our grid rendering. Details on latest speedups are at https://aka.ms/excel-perf-improvements.
That said, if you still are experiencing this please provide specifics on your configuration and monitors… better still please send feedback about the problem from within Excel (go to Help > Feedback), which will include some diagnostics to aid our investigation.

I've seen this now on 2 laptops, 32-bit and 64-bit Excel, Windows 10 on both, both with built-in 1080p screens. I see the same scrolling behavior, i.e. touchpad gesture leaves gray areas, pgup/dn and scroll bars do not. I originally thought it was tied to touchscreen, but the second laptop doesn't have one.
Another thing I noticed is cell selection is affected. When I get the gray areas, clicking often selects a range of cells that stretches off the screen, although not to the previous cell, instead of just changing to the cell I clicked. It does seem to change the column selection though.
