By setting your scroll bars to be always shown in your MacOS general settings, you are able to scroll horizontally in the text import wizard.

I just messed around with some of the view settings for Excel in MacOS Mojave. It seems that the "Panes" are frozen by default in the "View" menu. I managed to fix the horizontal scrolling issue by clicking "View > Unfreeze Panes". Bingo! Horizontal scrolling is back!
I agree that it's been rather annoying to have horizontal scrolling disabled. I'm glad the fix is literally just a toggle switch that has been hiding from me in plain view all this time!
System: MacBook Pro running MacOS Mojave running MS Excel for Mac ver. 16.19.
Hopefully this works for y'all! I don't have to have my scrollbars turned on to "Always" either, which is nice because I'm one of those annoying minimalist types who gets very easily distracted!
