    I went and researched this Print Preview issue. I started testing in Excel 2016 (O365 Home).

    Here is the answer. If you file becomes a certain size, I can't tell you exactly what that size is, you will get the extra Print Preview icon. I have a file with 985001 rows of data. The file was 17MB.

    I deleted all but 10 rows. Still got the extra PP screen. Clicked Save and then PP worked as it should. I tested a few times and this is definitely what is causing it. I even tested saving the file to OneDrive vs saving to my local computer. It didn't matter. Same results.

    So the answer is when you Excel file become a certain size you have to click PP twice. It doesn't have anything to do with the Quick Access toolbar either.

    You can set this as a default, but it is not done in Excel. Use Control Panel settings > Currency. It will work with numbers. Here is a video I put on YouTube. https://www.youtube.com/watch?v=Q2-2IYgzKWc I tested by typing in numbers, selecting the column and clicking Comma Style in Excel 2016. Closed Excel, restarted and test in a new workbook. Still works.
