Thank you for voting for “there’s a problem with the clipboard” issue. I think this refers to this error dialog: “There’s a problem with the clipboard, but you can still paste your content within this workbook."
When Excel shows this dialog after a copy (CTRL+C) action, it means that another app has a lock on the system clipboard. In this situation you can still paste within Excel. However you cannot paste to another app like Word or Outlook which uses the clipboard.
A while ago we made some improvements for Office365 users so that this error message only shows once per Excel instance. This was based on customer feedback – the design change prevents it popping up multiple successive times when the clipboard is locked. We have also considered never showing the error dialog, but there was user feedback that this message is informative and helpful in some cases.

Our organization has been struggling with this issue since we went to Office 2019. We tried all listed Fixes... Just a note; When the error pops up you no longer can see what was highlighted to copy. Even if you try to highlight a cell to copy again - it doesn't appear to be selected but does copy. Once the message appears it appears multiple times while working on the same spreadsheet.
We made sure office is up to date, Re-installed, disabled Live Preview, disabled LinkedIn features, checked for plug-ins, disable copy between PCs on gotomypc (which is not on every PC experiencing the issue), and just about every other suggestion I could find documented or in comments on various sites... Seems to be a very old issue and my user feedback would be to ask for a fix. A fix for something like this would be more important to us then a new feature or other update.Anonymous supported this idea ·
