To insert more than one row at a time, select more than one row before clicking "Insert rows" (in the right-click menu or on the Home tab).
For example, select rows 3, 4, and 5, then "Insert rows" to shift the content of rows 3, 4 and 5 down, inserting blank rows in their place.
@Bernd: As of Feb 2017, F4 doesn't repeat your most recent action in Excel online, nor does Ctrl + Y. Although this would work in the Office version of Excel, it won't work here.
