Thanks to Graham for starting this conversation. If you would also like Excel to maintain named range references and structured table references in the “applies to” field for Conditional Formatting rules, please add your comments and vote this one up. We will prioritize accordingly.

By setting your scroll bars to be always shown in your MacOS general settings, you are able to scroll horizontally in the text import wizard.
We will prioritize this issue accordingly with other issues based on the votes and interest that we see here.

Why is this is still a problem? Seems like it should have been sorted long ago.
OP is referring to the "Text Import Wizard - Step 3 of 3", Curt_L you may have misunderstood.
I also have numerous occasions when imported CSVs need to have text format forced upon them, it causes a lot of headaches and I have to find an available PC just to do this repetitive task.

Thanks for the suggestion Levi! We’ll be taking a look at this along with some other asks around conditional formatting. It’s a big help to see the things with the most votes, particularly within areas like formatting. So please keep the votes coming for things you want us to do sooner!

This is a problem for me too. Why not honour the setting that the document was originally created in? That is, when uploading a document to Sharepoint that was created in Excel on the desktop. Instead, Excel Online switches to the regional settings of the document library to which it was uploaded to. On that note, why should there even be region settings for individual document libraries??
There are often too many options for changing settings on this Office platform, region settings are one good example. I can change them at the User level, at the document level, and also at the document library level. The system is obviously as confused as I am sometimes, when my English (Australian) spreadsheets randomly revert the region settings to Armenian!
Simplification is the key.
