This is a great suggestion, but we’re marking it “Not at this time”, because there are many dialogs in Excel and we don’t have a plan to address all of them at one time. If there are specific dialogs you want improved, please vote for specific suggestions about those, or leave comments here. We’ll keep tracking the votes on this one.
There is some good news. We’re working on making the Conditional Formatting dialogs resizable in Excel for Windows.

That's fine and dandy and all, but seriously, do you really think there will be enough upvotes based on individual dialogs? I really don't think this issue stands alone... from a project management standpoint, it means having the developers systematically go through the ribbon and identify the ones that are not resizable and tackle those. We are in the age of 4K displays, dual (or more) screens, etc. There's really no reason for dialogs to be hard coded to these artificial 300px wide boxes. I mean if it will get you to tackle them, I'll go down the ribbon myself and take notes for you, but seriously, as a dev myself, we both know that the handful of dialogs could be fixed before lunch!
