The Conditional Formatting Rules Manager badly needs the ability to be resized
The Conditional Formatting Rules Manager dialog box is far too small for modern display resolutions. It really should be a resizeable dialog, and should include the ability to resize column widths, so that the full length of complex conditional formatting expressions can be displayed and read without having to open them for editing.
We’re happy to announce this improvement to the Conditional Formatting dialogs in Excel for Windows. If you’re a Microsoft 365 subscriber, they’re now resizable so you can see more rules at a time, and it’s easier to see the formula and range that the rules apply to. This includes the Conditional Formatting Rules Manager and New/Edit Rule dialogs.

It's such a waste of screen real estate when this window is not sizable. I recommend making it function like the Name Manager window.
I like R Michael Olsen's suggestion that it contain a live preview. It could be similar to the "sample" field on the custom number format window.
This is such a painfully obvious and simple fix, I feel like maybe Microsoft are trying to prevent users from using conditional formatting at all.

Well, I use Conditional Formatting quite a bit. I would like to see the window sizable to see my formulas and be able to copy them easier. I am going to make a detail report for a website like https://videoanimationinc.com/, let's see the end results.

Seems like a pretty obvious requirement (that we all had 10 years ago at least!) Come on Microsoft! We love Excel, but make it even better!
Personally, I think ALL popup windows should be resizable. There is no reason anymore that, other than laziness, that MS should have any fixed size pop-up windows. I'd be happy even if it didn't remember the last size the window was. But for the love of Pete, make the windows resizable, especially if they contain formula text boxes. This should be an easy one to fix.

Considering almost if now all of us use widescreen monitors and many more nowadays switching to ultra-wides, we could allow the option to have it in the sidebar. Combine that with an option for a live preview, we could have a solution that doesn't interrupt our workflow.

I use Conditional Formatting quite a bit. I would like to see the window sizable to see my formulas and be able to copy them easier. Actually all menus should be able to be resizeable.
I also would like to see some sort of default on the original formatting I did to a sheet and be able to quickly delete all the cut and pastes people do. I may start with 8 and end up with 50 because people don't know to past just text and not paste all formatting.
