We work with very large datasets and are forced to use CSV files when the number of rows exceel the Excdel limit. It would be very useful if the limit can be increased significantly.

Bill I disagree with you - leave it up to users how they use it. I have used a million records in mathematical calcs - it's great.
Preferably size should be a file property - preventing it from going too large is useful to help avoid the average office klutz from accidentally ending up at the far end of the file, type a space (as they do), and then wonder why their file is so big. (use end home to check)
But for others it would be great to be able to set the size to however much RAM one has in one's machine

I think that the better suggestion would be to allow Excel to have an arbitrarily large number of rows and columns (kind of like how a text file can get arbitrarily large).

I do not think that is a good idea, Excel is (or should be) primarily for mathematical use not for "Big Data". If a database is needed for millions of entries, then use a real database and import the reports into Excel to do final mathematical analysis.
