Please fix conditional formatting!!
I create Conditional Formatting on whole columns. I should be able to insert, delete, blank within my range without Conditional Formatting breaking up into formatted sections which eventually causes some rows not to format correctly. I am constantly correcting the Conditional Formatting which is very time-consuming! It is such a handy tool but very frustrating tool to work with.

I agree I'm just trying to find "select all" to add "text wrap" to all cells in a chart. I've been searching a long time.

Absolutely agree, conditional formatting is (or was) was one of my most important tools.
Now it is cumbersome and difficult to use.
Even without the 'rule breakup' issue this post relates to, even first use of conditional rules are now difficult to apply.
What was wrong with the simple "add a rule, add a rule, add a rule' boxes which offered both basic < or > etc, as well as complex formulaic conditions in one place? -

I agree this is very useful and powerful option that has been flawed in this way for sometime. With large tables the multiple edits end up fragmenting the rules so much that often the only way to fix the resultant issue is to remove all the formatting and starting over. Both are unnecessarily time consuming.
