Add Context Menu for the "Notes" Feature that Replaced the former "Comments"
Since you decided to call former Comments "Notes", starting in Dec 2018, the least you could do is provide the same easy access to creating and editing the new Notes. The former Comments could be Inserted into a Cell, or Edited within the cell by Right-Clicking (the Context Menu). Now, to insert a simple "Note", you have to navigate to the REVIEW TAB, click the dropdown arrow under Notes, then choose the desired action - very cumbersome if you put lots of notes in a document and have to edit these notes later. In the meantime, I have put the Notes icon on the Quick Access Menu, but you should add the ability to Insert and Edit a Note to the Context Menu, where the old Comments used to be. Is there an easy way for users to add these commands to the Context Menu on their own? Are you trying to make Excel easier to use or harder? It appears that there were lots of people wanted to add "Notes" to their spreadsheets, obviously not realizing that the Comments feature already did just that! Microsoft should not have knee-jerk reactions to requests for "new" functionality that already exists!
Comments do not allow me to do basic formatting like "BOLD" or underlining. The old "Note" format allows that. I definitely do not have New Note or Edit Note on the right click menu, just delete Note and Convert to Comment.

On right-click menu you have both New Comment and New Note (as well as Edit Note / Reply to Comment for the cells where they are exist)
