Better default format for a time from a csv file
This is relating to opening CSV files with fields formatted like 12:34:56.789
My Excel sets them to custom format mm:ss.0, which is rarely a useful form to work with the value. I'd prefer if they stayed as text or were a time in HH:MM:SS.000 format.

Currently my system short time format is h:mm tt and long time format h:mm:ss tt.

Yes, when I see 21:33.0 my brain says this is some time after 9 Oclock, but excel has unhelpfully hidden the hours from me, so I actually have no idea what the time is WHY IS IT LIKE THIS???????
