Good news! On Windows, you can now scroll right and left using a mouse with a scroll wheel by holding down CTRL+SHIFT. If you move the scroll wheel up, it will scroll your sheet to the left, and scroll down to go right. On Mac, you can just hold the SHIFT key to do the same thing.

Ah, I hadn't ever come across shift+scroll as doing anything in excel, I've not used outlines before. Any chance of an option to swap them over? There's an advanced option to zoom with the wheel instead of scrolling, so would be nice if it could go with that. Thanks.
To follow up on Bilbo's question, the reason the that a different shortcut is used for horizontal scrolling is that SHIFT+scroll is already used to expand or collapse outlines in Excel.

Worked for me!
1. I downloaded "OfficeScroll.zip" (T800G/OfficeScroll) from GitHub (see comments below)
2. I closed Excel and Word
3. I Unzipped the OfficeScroll zip folder, then opened it and clicked "INSTALL.bat".
4. I Opened Excel, and Viola! Now I can hold SHIFT and scroll on my mousewheel to go horizontally

Which begs the question, "what is Excel Horizontal Scroll add-in?".
Anybody tried this or able to compare it with T800G's OfficeScroll?

Yeah, it started working for me again late last week (not sure why, but I'm happy about it!)
I had this frustrating issue for years now since yesterday. From yesterday I can horizontally scroll with the horizontal wheel of my mouse. Whn not using my mouse though, I still can't shift+scroll in excel.
At least there is an improvement after soooo much time
Every document viewer allows left & right scrolling using shift mouse wheel. This is really frustrating when switching back and forth from online excel to the offline version. This really needs to be updated in the next version.

While the middle click + drag does work, as well as dragging the scrollbar, using scroll lock, etc, the main benefit to using a modifier like Shift for horizontal scrolling via the mouse wheel is that you can manipulate the page without having to move your mouse away from the cell(s) that you are currently working around. The other methods mentioned (besides scroll lock, which has its own downsides) require mouse movements. The somewhat ironic thing is the O365 Excel Webapp has this functionality, it is only the native desktop app that doesn't have this (specifically for the mouse wheel, it does seem to work for most touchpads).

If you have a wheel mouse where you can click the wheel, then you can easily scroll sideways. Press and hold the wheel mouse down and drag left or right.

Excel 2019 doesnt have this feature too(: But surprisingly hor.scrolling works fine with touchpad of my notebook. So, may be its a good idea to buy keyboard with a touchpad for workstation.

Amazing that this is not fixed and not imbedded in Windows OS.
I created this AutoHotkey script and wanted to share it. It uses the actually working functionality of turning Scroll Lock on and using the arrow keys for navigation in Excel. It enables you to use both the tilt wheel and shift + scroll. Outside Excel it doesn't activate. If you have a physical Scroll Lock diode, it will flash a little sometimes when you use this, but whatever... :)

I've tested 1.2.6773.29897 version downloaded from https://github.com/T800G/OfficeScroll/releases and it works like a charm. Win 10 Enter. 64bit, MS Office 365 32bit. Thank you for sharing.
