Happy to announce, the ability to Freeze Panes, Freeze Top Row, Freeze First Column is fully available in production.
we are looking for your feedback through the Excel Online provide feedback option.
Seconding DJ's comment. My sheet is 4 columns and 480 rows, and I get the same problem.

I think this functionality should be there in online excel to better do work
I cannot even Freeze panes to my excel online docs. what is it?
google sheets are making way better and we are moving back.
very much disappointed.
I have been working on a spreadsheet and have ran into a few problems. It would be great if you could make it so when working on a schedule, as I find many times I am using excel there is either a column or a row I have at the top that I wish would continue displaying on the screen as I continue my work.
Another thing that I ran into was not being able to copy and paste after alt tabbing to another page I was copying from. This was because I had already selected a cell, and it was still posting that cell. It was another browser page, but I think that it would be great if you could fix that situation from happening.
As the Title says if you have an excel spreadsheet that is being edited in Excel online, has frozen panes, and is also very long, the amount you can scroll down is limited. I have tried it on multiple browsers, operating systems, and have spent hours on the phone with Microsoft support and the conclusion is that it is indeed a bug.
To replicate simply Add 1 freeze pane on the first row, and create a spreadsheet that is lengthy and has data inside of it. When you scroll downward it will no longer let you scroll, even though it is not the end of the document. The distance seems to be based off of not how many rows but how large of a distance it is. To get around it you have to click on a row closer to the perceived bottom and it will let you scroll farther, but not all the way down. In our specific testing document we had to click 5 times to get to the bottom of the spreadsheet.
This effects an extremely small amount of people, and I assume would automatically be fixed when freeze panes are added into excel online, but if they are on a system without desktop excel, or on a license that does not include desktop excel then the only option is to click on rows over and over to scroll downward, which as a user can be very frustrating. If this is looked at by any Microsoft Admin I can provide the ticket number related to my report of this issue.
Thanks in advance for any help that may come from this.
1 UP for this !!
I'd love to be able to freeze the top row so that I don't have to keep scrolling up and down!
You have my vote :-)
