I have an Excel file with links to local folders and when I sync that file to Onedrive I'd like the links to refernence the Onedrive folders
I have a local Excel file with links to local folders, all in my local OneDrive folder, all synced to the online OneDrive. I'd like the online version of the Excel file to link to the online folders. And I don't want to enable the "Use Office to Sync Office files that I open" in the OneDrive Settings Office tab.

yes giving me a lot of problems -- need to tell managers that the magic new OneDrive does NOT work for all

This is absolutely ridiculous!!! If not for this, then what's the use for the onedrive folder? It is like in the old days when you had to manually back up your info to a hard drive. The single most important use case is the one where you sync your excel files to the cloud together with any external references to files in the same stupid cloud... I mean this is outrageous, I simply cannot believe that Microsoft didn't do anything about this...
I have XL files on my local PC that link to each other at various references. When I travel I want to put these files on OneDrive for access from other computers. But then when I use the files on OneDrive the links don't recreate correctly.
If the links worked, what I'd really like to do is have the spreadsheets on my local OneDrive all the time, syncing to the cloud, and then have them likewise accessible from other computers with the links still valid. That's true flexibility and sharing. But it seems the links just wont work once the spreadsheets are in the cloud.
